ADVERTISEMENT FOR BIDS The City of Craig is accepting bids for the 2019 Water System Improvements. Sealed bids will be due at the Council Chambers at City Hall, 300 West 4th Street, Craig, Colorado 81625 at 2:00 pm, April 24, 2019 at which time they will be opened and read aloud. Bids will be evaluated by the Owner and Engineer between April 24, 2019 and May 7, 2019 and it is possible that the Owner and Engineer will request interviews in May. On May 7, 2019 the Owner and Engineer will select a Contractor for recommendation to City Council. All bidders will be notified of the Owner's and Engineer's selection, but this selection will not be confirmed until the Award of bid at the City Council meeting on May 14, 2019. No bid shall be withdrawn after opening the bid without the consent of the City of Craig for a period of 30 days after the scheduled time for opening of the bids. The owner reserves the right to reject any and all bids, to waive irregularity in the bids and in the bidding, and to award a Contract as they deem is in their best interest. The bids must be completely filled out on the bid form provided. Bids shall be addressed to the City of Craig and shall have the name of the bidder and "2019 Water System Improvements" written thereon. The project generally consists of the following improvements to the existing water treatment plant and distribution systems: Water Treatment Plant Improvements All work shown and described in Bid Package 1, to include: Liquid Ammonium Sulfate (LAS) Storage and Feed: Installation of LAS tankage and transfer piping, LAS chemical metering pumps, LAS storage area secondary containment curbing, LAS chemical fill station, LAS chemical dosing piping to injection point. Onsite Hypochlorite Generator (OHGS) Upgrades and Hypochlorite Feed: Installation of additional 75 lbs/day OHGS electrolytic cell, installation of new sodium hypochlorite dosing pump skid, relocation of existing piping and installation of new piping as needed to facilitate OHGS upgrade, relocation of existing sodium hypochlorite dilution panel. DAF Effluent Pipe Chemical Dosing and Mixing: Installation of sodium hypochlorite injection tee on DAF effluent line, installation of sidestream mixing pump, connection with sodium hypochlorite dosing line. CFE Channel Chemical Dosing and Mixing: Installation of two static mixer assemblies (consisting of one open channel static mixer and two chemical spargers each), installation of sidestream mixing pump, throttle valves, and flowmeters, connection of mixing pump and chemical spargers to sodium hypochlorite and LAS feed systems. Chemical Analyzers: Relocation of existing free chlorine analyzer, installation of new combined chlorine and monochloramine analyzers, installation of all sample line conveyance equipment (piping, valves, connections to process, etc.) and installation of sample waste collection to drain. Electrical and Controls Integration: All electrical and controls integration described in contract documents and any additional electrical and controls improvements necessary to successful project completion. Distribution System Improvements All work shown and described in Bid Package 2, to include: Monochloramine Boosting and Tank Mixing Roundbottom Tank: Construct 190 SQFT monochloramine boosting station building at and process connections.Roundbottom Tank. Install all required equipment, electrical and process connections. o Sandrock Tank, West Tank, Glen Erie Tanks (North and South): Install tank mixing in tanks as shown in contract documents Vault Installation and Piping Modifications o County Road 7: Install cast-in-place subgrade vault with downloading dump valve and associated electrical and HVAC as shown in contract drawings. o Barclay and Finley Lane Booster Pump Stations: Piping modifications and installation of downloading dump valves. o Pine Ridge Dr. Bleeder Valve: Installation of 6'x10' pre-cast concrete manhole with 6" and 2" downloading dump valve. Electrical and Controls Integration: All electrical and controls integration described in contract documents and any additional electrical and controls improvements necessary to successful project completion. All bids must be submitted in accordance with the Instructions to Bidders. Bids will only be accepted from qualified general contractors that have demonstrated experience in construction projects of this type. A Bid Bond, in the amount of 5% will be required and must accompany the bid. Performance and Payment Bonds will be required upon contract award. A mandatory pre-bid meeting will be held at 9:00 AM, Tuesday, April 9, 2019, at the City of Craig City Hall, at 300 West 4th Street, Craig, CO 81625. The pre-bid meeting will include a tour of the project sites conducted by representatives of the Owner and Engineer. The City of Craig, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration of an award.
