Separate sealed bids for construction of Hospital Hill Tank Renovation 2021 will be received by the Town of Hayden from bidders.
Bids will be publicly opened and read aloud at 2:00 PM on May 5th, 2021 at The Town of Hayden Town Hall, located at 178 West Jefferson Ave.
The work to be performed under this project shall consist of furnishing all labor, materials and equipment required to construct the facilities and features called for by the CONTRACT DOCUMENTS and as shown on the DRAWINGS.
A 2014 inspection report of the Hospital Hill tank identified that minor repairs were needed, but no major tank deficiencies. This project will repair these deficiencies by completing the following tasks:
• Installing a temporary tank system to allow
the Hospital Hill (HH) tank to be taken offline.

• Draining and inspecting the HH tank for any
additional repair needs.

• Completing the additional repairs to the HH
tank identified during the inspection.

• Adding a cathodic protection coating on the
outside of the HH tank to increase its service life.

• Recoating of the interior metal surfaces of the
HH tank.

• Disinfecting, filling, and recommissioning of
the HH tank.

• Removing the temporary tank system.

Coordination with ENGINEER for controls calibration will be required during the transition to the temporary tank system. The controls calibration and installation will be completed by OTHERS.

This project is funded by the Colorado State Revolving Fund (SRF) .

The Award and funding of this project is contingent upon the SRF loan approval and execution, which is anticipated for late spring to early Summer 2021. No project construction can begin before loan approval and execution.

Plans and specifications have been prepared by Sunrise Engineering, Inc. and will be available after April 9, 2021. on their website plan room at Click on "Plan Room" at the top right of the homepage. Bidders must register and sign-in and choose to become a plan holder to obtain access to CONTRACT DOCUMENTS
and DRAWINGS. Notices regarding changes/amendments to the CONTRACT DOCUMENTS and DRAWINGS will be sent to the e-mail address associated with the bidder's registration. Bidders are responsible to maintain current and
correct contact information and check the plan room often to receive updates or additional
documents/changes/amendments. The ENGINEER for this Contract will be Sunrise Engineering, Incorporated and they will be represented by CJ Walker, E.I.T. as Project Manager
A pre-bid tour will be held on April 27th, 2021, at 10:00 a.m., leaving from the office of the Owner at 178 West Jefferson Avenue . Attendance at the pre-bid is mandatory.

Names of those in attendance of the pre-bid tour will be recorded.

The prevailing rate of wages, as determined by the U.S. Secretary of Labor, in accordance with the Davis-Bacon act, shall be paid for each craft or type of labor needed to perform the contract. This is also an Equal Employment Opportunity (EEO) project. Bidders on this project will be required to comply with the President's Executive Order No. 11518, 11246, and 11375, as well as other Federal Regulations indicated in the CONTRACT DOCUMENTS.

This project is exempt from the Disadvantaged Business Enterprise (DBE) Utilization. However, Minority Business Enterprises (MBE) goals and Women's Business Enterprises (WBE) are encouraged. The Colorado State Revolving Fund fair share goals are 6.1% and 6.6%, respectively.Small business participation is solicited.

Section 436 of the Consolidated Appropriations Act, 2014 states that:
None of the funds made available by a State water pollution control revolving fund as authorized by title VI of the Federal Water Pollution Control Act (33 U.S.C. 1381 et seq.) or made available by a drinking water treatment revolving loan fund as authorized by section 1452 of the Safe Drinking Water Act (42 U.S.C. 300j–12) shall be used for a project for the construction, alteration, maintenance, or repair of a public water system or treatment works unless all of the iron and steel products used in the project are produced in the United States.
