CITY OF CRAIG, COLORADO CITY COUNCIL PUBLIC HEARING ON THE DESIGNATION OF THE CRAIG URBAN RENEWAL AREAS, THE ADOPTION OF THE CRAIG URBAN RENEWAL PLANS AND THE AUTHORIZATION OF THE USE OF EMINENT DOMAIN TO ACQUIRE PROPERTY WITHIN THE CRAIG URBAN RENEWAL AREAS
NOTICE IS HEREBY GIVEN pursuant to the requirements of the Urban Renewal Law, Section 31-25-101, et seq., C.R.S., that the City Council Members of the City if Craig, Colorado will hold a public hearing commencing at 6:30 p.m., Tuesday, July 13th at Council Chambers, City of Craig, 300 W. 4th Street, Craig, Colorado 81625, on the following matters:
1. Whether the areas under consideration for designation as the Craig Urban Renewal Area #1 and Craig Urban Renewal Area #2 (collectively, the "Craig Urban Renewal Areas") are blighted areas within the meaning of the Urban Renewal Law;
2. Whether the proposed Craig URA #1 Urban Renewal Plan and the Craig URA #2 Urban Renewal Plan for the Craig Urban Renewal Areas (collectively, the "Craig Urban Renewal Plans") shall be approved; and
3. Whether to authorize the use of eminent domain for the acquisition of private property interests within the Craig Urban Renewal Areas for the purpose of undertaking an urban renewal project.
The Craig URA #1 Urban Renewal Area is generally bounded on the north by 6th Street, on the east by Ledford Street/Steel Street, on the south by 3rd Street, and on the west by Mack Lane/Finley Lane. The Craig URA #2 Urban Renewal Area is generally bounded on the north by 4thStreet/6thStreet/Stock Drive, on the east by Legion Street/First Street, on the south by 1st Street, and on the west by Ramsey Street/Breeze Street. The Craig Urban Renewal Areas are depicted below. The purpose of the proposed Craig Urban Renewal Plans is to eliminate and prevent the spread of blight in the subject areas while implementing the goals and objectives of the community plans and guides that pertain to development in the Craig Urban Renewal Areas, including the Moffat County Comprehensive Economic Development Strategy, the Moffat County Vision 2025 Transition Plan, and the Craig Parks, Recreation, Open Space and Trails Master Plan. The principal goals of the Craig Urban Renewal Plans are to help provide important services to the subject areas, attract private investment, utilize underdeveloped land, and leverage public investment and funding mechanisms to provide necessary public infrastructure to serve the subject areas, all for the purpose of remedying and preventing blight. The proposed Craig Urban Renewal Plans are also intended to promote uses for the primary benefit of the City of Craig and community at-large and encourage investment and reinvestment in the subject areas. These goals will be accomplished by affording maximum opportunity for the development and redevelopment of the subject areas by private enterprise.
All interested persons are invited to attend the public hearing. A copy of the Conditions Study, legal descriptions of the Craig Urban Renewal Areas, and the proposed Craig Urban Renewal Plans are available for review in the office of City Clerk, 300 W. 4th Street, Craig, Colorado 81625.
